Downer in Tasmania offers end-to-end expertise in construction, management and maintenance of road networks.
From design and construction, to management and intelligent asset maintenance, and manufacture and supply of road surfacing products, Downer offers the complete range of services and products needed by road asset owners.

Downer is a leading manufacturer and supplier of bitumen-based products and an innovator in the sustainable asphalt industry and circular economy, using recycled products and environmentally sustainable methods to produce asphalt. This includes Reconophalt™, Australia’s first asphalt product containing high recycled content derived from waste streams that would otherwise be bound for landfill or stockpiled.
Drawing on national expertise, our road network solutions are underpinned by industry-leading research, development and innovation, and unique asset management tools.
We deliver market-leading asset management, maintenance and upgrade solutions for integrated intelligent transport systems .
We own and operate two state-of-the-art asphalt plants in Tasmania.

Downer has pioneered the use of recyclable material in road surfacing across Australia.
Downer’s ReconophaltTM product was first used on urban Tasmanian streets in partnership with the Kingborough Council. This has resulted in a significant quantity of recyclable materials being diverted away from landfill and converted into a valuable product.
An added benefit is that roads surfaced using Reconophalt have a longer life than traditional surfacing material. Based on testing, Reconophalt is expected to provide an additional 3 years or 15% to the life of road surfaces.
Downer has made significant investment in asphalt plant technology that allows the increased use of recycled materials. In Tasmania, Downer’s asphalt batch plant in the south of the state is capable of locally producing Reconophalt. Construction of a new asphalt plant is underway in Launceston; it’s expected to be commissioned in early 2023.
