Downer secures Invercargill City Council Three Waters Network Operations & Maintenance and Minor Capital Works contract

We are delighted to share that we have secured a new contract with Invercargill City Council, commencing on 1 July 2027, to deliver reticulation operations and maintenance across its water, wastewater and stormwater networks.

The operations and maintenance component of the contract is valued at approximately NZD $45+ million over the contract term (5+5+5). In addition, capital renewal works valued at approximately NZD $75+ million may be delivered throughout the contract term, supporting the renewal, upgrade, and long-term resilience of critical infrastructure assets across the network.

The full scope of works includes:

  • Drinking water network maintenance and repairs
  • Wastewater network operations and emergency response
  • Stormwater system inspection and maintenance
  • Leak, blockage and fault repairs
  • 24/7 emergency response services
  • Asset inspections and condition monitoring
  • Minor renewals and infrastructure upgrades

Downer Contract Engineer, Andrew Mercer, says, “These works provide a substantial opportunity to enhance service reliability, improve asset performance, and support the future needs of the community over the life of the agreement.

Invercargill City Council General Manager – Water Services, Matt Keil, says: “Since 2017, Downer has grown an experienced and dedicated team of reticulated service specialists that manage the pipe maintenance for the three waters requirements across Invercargill, Bluff and surrounds.

“After a comprehensive procurement process, we are delighted to award our new Three Waters Maintenance Piped Services contract to the Downer team, who we expect will continue to provide the same high level of service our community have become accustomed to. We are also looking forward to seeing a strong financial investment from Downer into the local Southland economy as this contract transitions.”
