Powering progress with first IEC 61850 substation for AusNet

In partnership with AusNet, Downer’s Power Projects team delivered a new three-bay 66kV substation in Victoria.

The substation now delivers a dedicated electricity supply to a large private data centre, providing critical infrastructure designed to meet growing demand while future-proofing operations through the latest in substation technology.

Designed and delivered between July 2023 and December 2024, it was also the first IEC 61850 controlled substation commissioned by AusNet to date – representing a first for both Downer and its long term client.

This protocol enables faster, more secure, and cost-efficient data flow between devices, using fibre-based architecture and the GOOSE (Generic Object-Oriented Substation Event) system to unlock seamless interoperability between equipment manufacturers.

Downer’s scope of work included:

  • Civil foundation preparation, conduits, cable culverts and a new bunded area for two 66/22kV 75MVA transformers
  • Full construction of primary plant, support structures, cabling and earthing
  • Installation and coordination of 22kV customer supply cables through to switchboard
  • Development of a new control room and amenities building, environmental oil separation system, CCTV, and switchyard lighting

The project offered a rare opportunity to test, trial, and deliver an end-to-end IEC 61850 solution on a greenfield site. Close collaboration between delivery teams meant challenges could be rapidly addressed, schedules refined, and designs iterated in real-time.

Why IEC 61850 matters

IEC61850 is a new international communications system for substations. It utilises fibre communications and the Generic Object Orientated Substation Event (GOOSE) protocol, which enables intelligent electronic devices from multiple manufacturers to communicate in a more reliable and seamless way. It is also faster and more cost effective than the older systems. IEC61850 is also a globally adopted standard recognised for transforming how modern power systems, such as substations, communicate and operate effectively.

IEC 61850 sets a new standard for secure, high-speed, substation automation:

  • Faster data processing for real-time response
  • Improved cybersecurity for critical systems
  • Vendor-agnostic integration for long-term flexibility
  • Reduced cabling and installation costs
  • Scalability for future upgrades and demand increases

In contrast to traditional systems like DNP3, IEC 61850 is engineered for speed, precision, and digital alignment, so it is ideal for large-scale industrial customers and critical infrastructure operators looking to stay ahead.

The outcome

This successful delivery not only met the needs of the customer but also set a new benchmark for technology adoption and delivery excellence across the energy sector.

As IEC 61850 becomes standard on greenfield projects, the capability built through this program signals a new era in electrical infrastructure and substation technology – smarter, faster, and built for tomorrow.
