Rosehill Sustainable Road Resource Centre (NSW)

Co-located with an asphalt plant, our Rosehill facility processes detritus and integrates recycled materials into high-performance asphalt mixes.

Approximately 21,000 tonnes per year is diverted from landfill by processing road sweepings, gully waste, and non-destructive digging material into reusable sand and aggregates, and organic material.

Located in Rosehill in the heart of Sydney, and being open 24hr per day, the Downer facility will support the optimisation of road sweeping operations across Sydney.

Recycled Asphalt Processing Capability across Australia

Downer operates multiple RAP processing facilities across Australia, with key hubs in:

  • Wingfield, SA: Home to the Ammann Universal HRT asphalt plant with on-site RAP processing, NATA-certified labs, EPA-licensed recycling operations.
  • Rosehill, NSW: The SRRC (Sustainable Road Resource Centre) processes RAP 24/7. It blends dry asphalt millings with wet plant waste using crushers and screens to produce a consistent RAP product.
  • Victoria: RAP depots are located in Somerton, Bayswater, Shepparton, Wodonga, and Trafalgar. All sites are EPA-licensed and comply with Department of Transport requirements.
  • Brendale, QLD: The facility includes an Ammann RAH100 High Recycled Technology asphalt plant, capable of producing mixes with up to 100% RAP content. Approximately 70,000 metric tonnes of RAP is repurposed annually.
  • Gosnells and Hope Valley Facilities, WA: Approximately 15,000 metric tonnes of RAP is processed at Gosnells and repurposed within asphalt production across these two asphalt plants annually
  • Teralba, NSW: Governed by a detailed RAP Management Plan, this site ensures full traceability of materials, strict contaminant exclusion (e.g., asbestos, coal tar, plastics), and environmental compliance.

Each site utilises screen units, crushers, front-end loaders, excavators, weighbridges, and water trucks. Operations use low-speed processing to prevent bitumen binder melting and ensure product consistency.

Downer’s proprietary Repurposed Pavement Material – Reconobase: A repurposed profiled pavement material made from cold-planed granular and asphalt materials, offering a sustainable alternative to quarried materials. Reconobase can be utilised on any project where traditional aggregates are specified (e.g. intermediate structural layer for new road construction, unsealed rural roads, road shoulder construction and repair, hardstand areas, paths, fire-tracks, carparks and driveways).
