As global disruption continues to place unprecedented pressure on asphalt and pavement material supply chains, Downer is investing in circular infrastructure solutions that reduce reliance on virgin materials, imported bitumen and quarried resources.
In June, Downer officially opened its Pavement Products Recycling Facility in Wingfield, South Australia, marking a significant milestone in the delivery of sustainable infrastructure and circular economy outcomes for the state’s road, local government and civil construction sector.
The purpose-built facility transforms end-of-life asphalt, concrete, glass and granular materials into high-performance pavement products, supporting a more circular approach to infrastructure delivery without compromising quality, safety or performance.
Innovation in action
As an EPA-approved recycling and resource recovery operation, the Wingfield facility delivers a closed-loop solution for construction and demolition materials. Through advanced material segregation, crushing, screening and blending processes, end-of-life materials are transformed into engineered pavement products ready for reuse in new infrastructure applications.
The facility produces a range of proprietary solutions, including Reconobase®, a 100 per cent circular pavement product made entirely from reclaimed asphalt and granular materials, and inputs for Reconophalt LVR75, which incorporates 75 per cent reclaimed and re-engineered content for local road networks.

Building on more than 25 years of recycling capability, Downer has already delivered more than 500,000 tonnes of recycled pavement materials, with innovative asphalt solutions incorporating up to 100 per cent reclaimed content.

The opening of the facility brought together customers, industry partners and government representatives to explore Downer’s latest re-engineered material solutions and discuss the future of circular pavements in South Australia.
