Simon Abrahams General Manager | Specialised Pavements & Projects
Simon is General Manager of Downer’s Specialised Pavements and Projects business, leading the delivery of complex transport infrastructure across Australia. With more than 30 years’ experience in engineering and construction, he brings deep expertise across both traditional civil works and specialised pavement recycling solutions, supporting a broad range of asset custodians. Known for his collaborative leadership style, Simon is driven by best for industry outcomes, a strong safety culture and high quality delivery, while actively championing innovation and sustainability across his teams.
Callum leads a multidisciplinary engineering and commercial team focused on delivering airport pavement projects across Australia. His experience spans major airfield infrastructure projects including Hobart, Brisbane, RAAF Williamtown, Adelaide, Mackay, and Alice Springs. Callum is also responsible for over 1.4 million m² of capital pavement maintenance at Sydney Airport. He’s a strong advocate for innovation and sustainability and serves as a Non-Executive Director of Wellness in Infrastructure, promoting mental health and cultural transformation in the sector.

Owen is National Delivery Manager at Downer, responsible for leading operational delivery across major airfield and civil infrastructure projects nationwide. With more than 20 years’ experience in live, safety-critical environments, he brings a strong grounding in pavement engineering and practical constructability. Owen has delivered complex airfield upgrades across Australia and is known for his calm, solutions-focused approach, sound engineering judgement, and a genuine focus on building capable, high-performing delivery teams..
Timothy Jackson
Specialist Products and Services Manager
Timothy is a Specialist Products and Services Manager with extensive experience delivering innovative, high performance solutions across complex infrastructure environments. He works closely with clients and project teams to identify, develop and implement specialist products and services that enhance durability, safety and long term asset performance. With a strong focus on technical excellence, collaboration and sustainable outcomes, Timothy supports the delivery of tailored solutions that meet operational requirements and evolving industry needs.
Borris Kimmel
National Maintenance Manager
Boris has been delivering complex airfield pavement and engineering projects for over 10 years and is a Chartered Civil Engineer (CPEng) and RPEQ. As National Maintenance Manager – Specialist Pavements and Projects, he leads Downer’s Airfield Maintenance team, delivering critical airside works across Australia. Boris provides airports with safe, reliable, and cost effective airfield maintenance solutions that minimise operational disruption, demonstrating Downer’s capability in specialist aviation infrastructure delivery.
Paul Morreira
Manager Asphalt WA
Paul Morreira leads Asphalt WA, overseeing asphalt production, delivery and operations across Western Australia. With strong experience in managing complex projects and live operational environments, Paul works closely with clients and teams to deliver safe, reliable and high quality asphalt solutions. He has a strong focus on operational efficiency, performance consistency and sustainable practices, supporting long term asset outcomes across transport and infrastructure networks.
Dale Henderson
WA Production Manager
Dale is the WA Production Manager, responsible for overseeing asphalt production operations across Western Australia. With a strong background in production management and operational leadership, Dale works closely with teams to ensure consistent quality, safety and efficiency across facilities. He is focused on optimising production processes, supporting reliable project delivery and embedding sustainable practices that contribute to strong performance and long term asset outcomes.
