As Australia invests in the transmission infrastructure needed to support the energy transition, the industry faces both significant opportunities and complex challenges. Drawing on decades of experience delivering high-voltage infrastructure, Downer’s General Manager Lines, Paul Robinson, shares his perspective on what’s shaping the future of transmission delivery.

What is the biggest challenge facing transmission infrastructure delivery today?

The biggest challenge is delivering the scale of transmission network infrastructure that Australia needs within increasingly compressed timeframes. The energy transition requires a significant expansion of the transmission network to connect new renewable generation and strengthen system reliability, but projects are competing for the same niche-skilled workforce, specialist equipment, and supply chain capacity.  

At the same time, transmission projects are becoming more complex. They often span hundreds of kilometres, involve multiple stakeholders, and require substantial planning and approvals, careful management of environmental, cultural heritage, landowner and other social aspects. Success depends on early collaboration across the entire project lifecycle, from planning and design through to procurement and construction.

What do people often misunderstand about transmission projects?

Many people probably see transmission lines as simply a series of lattice steel towers (or poles) connected by electrical wires. 

In reality, they can be some of the most complex infrastructure projects delivered in Australia. Each transmission line project requires extensive engineering, environmental assessments, stakeholder engagement, logistics planning, and coordination across vast and variable geographic areas. These towers or poles are not just placed anywhere. They are precisely located following corridor/easement selection and access negotiations, followed by design optimisation to refine the number of structures, and hence construction time and cost, within the constraints of approval conditions. 

Also, what is often underestimated is the amount of work that happens long before construction begins. Building trust with communities, working with landholders, securing approvals, and managing environmental outcomes are all critical to successful delivery. Transmission infrastructure is not just about connecting power; it’s about connecting people, communities, and renewable energy resources in a way that delivers long-term value and security.

How is the industry evolving to support Australia’s energy future?

The energy transition has underpinned a major evolution of the transmission industry. Aside from the swathe of new construction contractors, both domestic and international, entering the market, we have also seen new Government bodies, asset owners and consortiums enter or form in recent years to support the build and management of the ‘mega’ projects such as the Renewable Energy Zones (REZs).  

At an operational level, we are seeing increasing investment in workforce development, new or improved construction methodologies, digital engineering, and technologies that improve safety, productivity, and project certainty. There is also a stronger focus on collaboration across government, asset owners, contractors, suppliers, and local communities.  

The scale of Australia’s energy transformation means no single organisation can deliver it alone. By sharing expertise, embracing innovation, and developing the next generation of skilled workers, the industry is building the capability needed to deliver the transmission infrastructure that will underpin Australia’s clean energy future for decades to come.
