What is the Safe Over Summer program?

Safe Over Summer is an annual eight-week frontline engagement program designed to strengthen risk awareness and encourage proactive risk management during the summer months, when operational risk exposure can increase.

Delivered across hundreds of contracts spanning Downer’s health, education, government, defence and commercial business sectors, the program helps frontline teams identify hazards, reinforce critical controls and respond to emerging risks before incidents occur. Through toolbox talks, practical scenarios, quizzes and data-driven insights, Safe Over Summer makes risk management part of everyday decision-making.

While safety remains our priority every day of the year, the program provides an additional seasonal focus on risks that can become more prevalent over summer, including heat, fatigue, increased workloads and changing environmental conditions.

Why is Safe Over Summer important?

The program was developed in response to the increased risks that can arise during the summer period.

Factors such as extreme weather, fatigue, increased operational demands and distractions associated with the holiday season can affect decision-making and increase the potential for incidents. Safe Over Summer helps teams recognise these risks early, have meaningful conversations about them and apply the controls needed to keep people safe.

The program reinforces Downer’s commitment to safety by helping ensure our people have the knowledge, confidence and awareness to make safe decisions both at work and at home.

What challenge is the program designed to address?

At Downer, risk and opportunity management is embedded in how we operate every day. While robust frameworks, systems and controls are already in place to support safe and effective operations throughout the year, Safe Over Summer provides an additional layer of engagement and focus during a period when risk exposure can increase. The program encourages teams to actively identify hazards, verify critical controls and respond to changing operational conditions as part of their everyday work.

How does Safe Over Summer support risk and opportunity management?

The program translates risk and opportunity management into practical frontline activities.

Using incident trend analysis and operational insights, 15 critical risk areas are incorporated into weekly toolbox sessions. Teams are encouraged to:

  • Identify workplace hazards and emerging risks
  • Apply and verify critical controls
  • Participate in risk-based discussions
  • Share lessons learned and improvement opportunities
  • Strengthen hazard identification and reporting behaviours

Participation and quiz data provide valuable insights into knowledge gaps and emerging trends, enabling targeted improvements and ongoing monitoring.

How does the program create opportunities as well as manage risks?

Effective risk management is not only about preventing incidents, it also creates opportunities to improve how we work.

Safe Over Summer helps:

  • Build stronger risk awareness across the workforce
  • Improve hazard identification and reporting behaviours
  • Enhance frontline decision-making capability
  • Increase engagement in safety conversations
  • Generate insights that support continuous improvement

By embedding these practices into everyday operations, teams are better equipped to manage emerging risks while identifying opportunities to improve performance.

What results has the program achieved?

The program encourages teams to actively identify hazards, verify critical controls and respond to changing operational conditions as part of their everyday work.

How has Safe Over Summer been recognised?

Safe Over Summer received the Best WHS Training Program award at the National Safety Council of Australia Excellence Awards and has been shortlisted as a finalist for Best WHS Training Program at this year’s Australian Institute of Safety and Health Awards to be announced in November.

The recognition reflects the program’s practical approach to frontline learning and its focus on translating safety awareness into clear action.

By combining consistent messaging, targeted learning and meaningful workplace conversations, Safe Over Summer continues to support lasting behaviour change and build a proactive and resilient safety culture across diverse operating environments.

How does this align with Downer's Risk & Opportunity Management principle?

Downer’s approach to Risk & Opportunity Management focuses on identifying, assessing and managing risks while leveraging opportunities to improve performance.

Safe Over Summer supports this principle by:

  • Embedding risk management into daily operations
  • Reinforcing critical controls
  • Verifying control effectiveness through engagement and learning
  • Using data and analytics to drive improvement
  • Building workforce capability and resilience

This approach provides clear guardrails while enabling teams to respond effectively to changing conditions and emerging risks.

What does success look like?

Success means creating an environment where risks are proactively identified and managed, opportunities for improvement are recognised, and safety conversations become part of everyday work.

By embedding risk management into everyday conversations, Safe Over Summer helps teams make better decisions, strengthen control effectiveness and deliver safer, more reliable outcomes for customers and communities.
