The Woomera Redevelopment Program (WRP) proposes to deliver the largest redevelopment ever undertaken at the Woomera Range Complex – the world’s largest weapons range and a critical enabler for Australian Defence Force capabilities.

 

Delivered under a Managing Contractor Contract, the program encompasses facility and infrastructure upgrades to address high-priority risks and essential enhancements, the proposed works include:

  • Living and working accommodation.
  • Heavy civil works (roads, drainage, aircraft pavements).
  • Engineering services and utilities.
  • Microgrid Renewable Energy Sub-system (MRESS) for improved sustainability.

Challenge

Delivering major infrastructure upgrades in a remote, high-security environment while maintaining operational continuity poses unique challenges. The program needs to manage concurrent works, mitigate operational risks during live testing exercises, and deliver prioritised essential scope to meet Minimum Viable Capability to support Defence’s current and future strategic objectives. Limited local workforce availability and intense competition for resources in South Australia adds further complexity.

Solution

The program has adopted a highly collaborative and technically driven approach:

  • Concurrent delivery of major projects under a single Managing Contractor model to generate efficiencies and streamline risk management.
  • Early contractor involvement brought specialist delivery partners and consultants on board to provide expertise in explosive ordnance compliance, complex engineering requirements, and evolving standards.
  • Innovative infrastructure solutions including ring main systems and standalone sub-systems to enhance resilience and maintainability.
  • Flexible site layouts and access procedures to minimise disruption during Defence testing activities.
  • Accelerated procurement strategies and cost plan options to maintain momentum.

This approach has already ensured design milestones were achieved without rejection, operational risks have been mitigated, and critical upgrades can progress in one of Defence’s most challenging environments.

Outcomes

The Woomera Redevelopment Program proposes to deliver the priority Minimum Viable Capability infrastructure upgrades to strengthen the operational capability and resilience of the Woomera Range Complex for decades to come.

Specifically, the program proposes to provide:

  • Modern living and working accommodation to support Defence personnel in one of Australia’s most remote and strategically important locations.
  • Enhanced engineering services and utilities, including ring main systems and standalone sub-systems, ensuring reliability and maintainability for the next 30 years.
  • Improved electrical network resilience through technical solutions that eliminate single points of failure and future-proof essential services.
  • Sustainable energy solutions via the Microgrid Renewable Energy Sub-system (MRESS), reducing reliance on traditional energy sources and supporting Defence sustainability objectives.

The proposed major upgrades will maintain operational continuity, drive regional economic activity, and achieve technical excellence to meet stringent safety and sustainability standards.
