Intelligent Transport Systems (ITS)

Across Australia and New Zealand, Downer’s Intelligent Transport Systems (ITS) solutions use advanced sensors, communications and data analytics to enhance network safety, resiliency, access and operation – all critical for reliable journeys.

We have a national ITS footprint across Australia, with maintenance contracts and specialist project work in Queensland, South Australia, Victoria, WA and NSW. In New Zealand, Downer is a preferred ITS contractor for the NZ Transport Agency and the State Highway systems in Wellington and Dunedin.

We manage ITS for significant tunnels across Australia and New Zealand, including the CityLink Tunnel, West Gate Tunnel and NorthConnex in Australia, and the Homer Tunnel, Mt Victoria Tunnel, Terrace Tunnel and Arras Tunnel in New Zealand.

Downer’s comprehensive ITS construction and maintenance capabilities include:

  • End‑to‑end ITS capability – from installation and integration through to ongoing maintenance, fault response and system optimisation across roads, tunnels and multimodal networks.
  • Traffic signals, Active Traffic Management Systems (ATMS), CCTV surveillance, detection systems and roadside technology.
  • Advanced tunnel systems, which encompass fire detection and safety systems, ventilation systems.
  • Traffic detection and monitoring, including smart motorway technologies (e.g. lane control systems, traffic and ramp signals, weigh in motion systems, queue detection, traffic loops and vehicle counting).
  • Information dissemination including data network systems such as fibre and radio linking, and IoT systems, such as the Avalanche Control Program in the South Island’s Homer Tunnel in Milford.
  • Electronic signage including driver feedback signage, variable message signs (VMS), school signage, public information displays and transport information systems.
  • Enforcement cameras for the NZ Police.

In addition to installing and maintaining ITS, Downer is at the forefront of providing rapid restoration of these systems as part of our wider disaster response and recovery capability. A recent example is Downer’s quick response and restoration of essential infrastructure damaged by Tropical Cyclone Alfred, which impacted South East Queensland. This required servicing 500 ITS assets, including traffic control signals, variable message signs, and CCTV cameras.
