Downer’s Engineering Consulting Services is delivering specialist engineering assurance to help preserve one of Australia’s most significant pieces of rail heritage – steam locomotive 3801

Originally built by Clyde Engineering, now part of Downer, steam locomotive 3801 is undergoing essential mechanical work to ensure its continued safe operation.

Working with Transport Heritage NSW (THNSW), the Downer Engineering Consulting Services (ECS) team has been engaged to undertake an independent safety review of the materials and manufacturing processes for the replacement motion rods. This includes detailed analysis of material properties, assessment of manufacturing methods, safety assurance, and review of historic technical documentation

The project reflects a unique connection between Downer’s heritage and the specialist capability we deliver today, applying modern engineering expertise to a legacy rail asset, ensuring it meets contemporary safety and performance expectations while remaining true to its original design.

An iconic asset - maintained for the future.

Steam locomotive 3801 was built in 1943 at Clyde Engineering’s Granville workshops and remains one of Australia’s most recognisable rail assets.

Over its operational life, it travelled more than 2.4 million kilometres and hauled passenger services across New South Wales, becoming an enduring symbol of the country’s rail heritage.

Today, Transport Heritage NSW continues to maintain 3801 as an operational locomotive. Following its return to service in 2021, current works focus on replacing essential components to support safe operation on a modern rail network.

A full circle engineering moment

For Downer, this engagement reflects both our engineering heritage and continued role as a trusted partner in the rail sector.

Downer’s Engineering Consulting Services brings deep experience in rollingstock engineering, systems assurance, structural assessment and legacy fleet work.

These capabilities have been built over decades of delivering complex rail projects throughout Australia, including the High Capacity Metro Trains and, most recently, the Queensland Train Manufacturing Program.

“Supporting 3801 today is incredibly special for us,” said Julian Tullett, EGM Engineering and Technology.

“This locomotive was built by Clyde Engineering, which is part of our DNA. To be invited back so many decades later to help safeguard its future is a privilege and a point of real pride for our whole team.”

“This is more than a technical review,” Julian added. “It is a partnership built on respect for Australia’s rail legacy. Our engineers understand the lineage they are stepping into, and we are proud to support THNSW in keeping 3801 operating for generations to come.”

A partnership grounded in trust, heritage and respect

The ongoing collaboration between THNSW and Downer’s Engineering Consulting Services highlights how modern engineering practice can extend the life of historically significant rolling stock.

“Engaging Downer’s Engineering Consulting Services to undertake an independent safety review gives us enormous confidence that this next chapter in 3801’s story is being supported by world-class expertise.”

Downer’s Engineering Consulting Services teams worked closely with Transport Heritage NSW to ensure the replacement components remained true to the original engineering, while meeting all modern safety expectations.

“Locomotive 3801 is not just an icon of Australian rail history – it is a working, living machine that demands the highest engineering standards to continue operating safely and efficiently on today’s modern rail network.”
said Andrew Moritz, CEO of Transport Heritage NSW.

Through this partnership, the craftsmanship first applied by Clyde Engineering in 1943 continues to live on in active service, allowing communities across New South Wales to experience 3801 not only as a museum piece but in motion, steam and lived heritage.
